[COMMUNITY] Control access to training courses for each member in the Learning tab.

Administrators can now grant or revoke access to a training course for a specific member from the Community Members tab. A new type of private training course has been introduced: accessible only by manual assignment and not automatically unlockable. Members are notified by email when access is unlocked. This update enhances control and flexibility in managing access to training courses.
